Abstract
○ 필요성
- 지속적 투자 증대 결과, 2009년 우리나라 R&D 예산은 약 12조원 규모로서, 세계 10위권 내 진입함에 따라, 투자중심에서 성과중심의 R&D 효율성 및 R&D 생산성 강화 필요
- 분산된 국가R&D 과제, 인력, 성과, 장비․기자재 정보를 효율적으로 수집, 관리하여 공동활용 할 수 있는 표준화된 과학기술정보 유통기반이 필요
- 국가 R&D사업들이 대형화․복합화 되면서 전략적 투자 등 종합 조정을 뒷받침할 수 있는 국가 R&D 현황 및 분석자료 요구
- 국가R&D사업에서 산출된 정보․자원과 관련 과학기술정보를 공동활용하여 R&D생산성 향상 도모
○ 목적
- 국가차원의 종합정보관리체계 구축을 통해 국가 R&D사업의 종합조정을 지원
- 국가 R&D관련 정보․자원을 공동활용함으로써 R&D투자 효율성 제고
○ 연구내용 및 결과
- 국가R&D사업관리 체제지원, 과학기술인력정보 활용체계 구축, 장비․기자재 공동활용 관리지원, 성과종합관리 지원, 과학기술정보공통기반 구축 등 5개 중점추진과제 수행
○ 활용계획
- 과학기술지식․정보를 손쉽게 접하고, 국가R&D사업현황에 대한 이해도 제고를 통해 과학기술의 대중화․생활화에 기여
- 필요로 하는 과학기술정보를 쉽고 빠르게 확인하여 대학․연구소와 공동연구를 효과적으로 추진
- 중소기업은 부족한 인력과 장비 등의 문제를 대학 및 연구기관이 보유한 인력․장비를 공동활용하여 해결
- 중복과제의 최소화를 통해 사업관리 효율성을 제고하고, 신규사업 기획을 위한 기초자료로 활용
- 부처별 국가R&D사업에 대한 종합적인 기획․조정․평가와 중복투자 방지를 통해 국가R&D투자 효율성 제고
- 국가R&D정책개발을 위한 다양한 정보분석 및 사업진행의 투명성 확보
Ⅳ. Outcome of the Project
This research aims at constructing the base and application system for the National Science and Technology Information Service(NTIS). In 2009, 7 key projects such as National R&D Program Management System, S&T Human Resource Information System, Equipment Sharing and Utilization System, Outcome Management System, Infrastructure for S&T Information, Technology and Industry Information System and Regional Technology Innovation System are developed. In addition, the detail application systems such as National R&D Participant Management System, Evaluator Management System, Equipment Management System, Equipment Specialist Management System, R&D Outcome Information Management System, National R&D Board, S&T Statistic System, S&T Information Distribution System, Standard Project Information Management, Information Security System were developed in 2008. The following outcomes are the results of key projects in 2009.
□ National R&D Program Management System
○ Efficient investigation and analysis on the national R&D programs and provision of service focusing on users' needs
○ Functionality enhancement conforming to national R&D programs self-evaluation manual and regulation changes
○ Data quality improvement of national R&D program management service and reinforcement of information security system
□ S&T Human Resource Information Management System
○ Data quality improvement through expanding the national R&D participant information service and verifying their outcome(paper, patent)
○ Reinforcement of information security system to prevent the illegal leakage and tampering on the human resource information
○ Utilization at recommending evaluator through providing easy retrieval service on the evaluator
○ Examination on reflecting specialism into S&T standard taxonomy and application(national R&D participant specialism) the national S&T standard taxonomy which was revised in 2008
□ Equipment Sharing and Utilization Management System
○ Improvement of applicability and functionality on equipment management service
○ Improvement of applicability and service on equipment specialist management service
○ Improvement of data quality on equipment shring and utilization service and reinforcement of information security system
□ Outcome Management System
○ Support for national R&D activities through the efficient utilization of outcome information of the national R&D program
○ Promotion enhancement for improving the utilization of the excellent and promising technology and expansion of technology and industrialization functionality through providing the higher value-added service
□ Infrastructure for S&T Information Distribution Base

○ Examination of improving the process according to the change(program manager → representative researcher) of the person in charge for inputting the national R&D standard information
○ Settlement and stable management of the realtime gathering system for national R&D standard information
○ Application of S&T standard taxonomy revised in 2008 and planning for the method of sharing and utilization across the ministry and office
○ Application of SSO solution on the SIMS installed in 16 representative R&D management institutes as well as in NTIS
○ Functionality enhancement for efficient management of SIMS and development of functionality for providing convenience with manager in institute
○ Reviewing and development the SIMS-related issues among the existing functionalities related with investigation and analysis
< Information Security System >
○ Efficient operation of NTIS information system(server, network, backup etc)
○ Construction of information security system on the network, service and data for operating the stable service of NTIS
○ Acquisition of ISO27001(information security management)
< National R&D Board >
○ Development of key indicator which describes the national R&D program typically and generally, and provision of its related service
○ Additional construction of Data Warehouse and Data Mart for improving the stability and data reliability of NTIS service
○ Development of client software(screen saver, widget with FLEX AIR) for improving the utilization of the national R&D board
○ Statistic processing of investigation and evaluation data of 2009, and functionality modification and supplementation of ETL
< S&T Statistic System >
○ Migrating statistic DB of R&D activity survey as well as technology and trade survey, which was provided with the package of National Statistical Office, into the S&T statistic DB
○ Building a system which provides S&T statistic indicators and contents in the migrated DB, and developing the multi-dimensional analysis functionality(OLAP)
□ Technology and Industry Information Management System
○ Planning the service scenario on the technology and industry information, and drawing up its prototype
○ Building the basic DB for the service of the technology and industry information(technology level evaluation and paper, patent analysis information of 2008)
○ Connecting the system for technology trend survey(KISTEP) in 2009 through unifying the entry point into NTIS
○ Construction of technology and industry service
□ Regional Technology Innovation System
○ Implementing the model designed in 2008 into a service
○ Gathering the regional DB based on the review result on expansion of connecting regional authority(2→16)
○ Total reform of the home-page of regional information service and enhancement of user interface
○ Development of indicator of new service through investigating the users' needs
