□ 당면한 국가·사회적 문제(NA) 해결에 대한 출연(연)의 체계적 대응이 요구
○ 국가 아젠다(National Agenda)에 능동적으로 대응할 수 있는 실질적 국가연구소(National Lab)로 육성
□ 출연(연)의 정부 기관으로서 사회적 책무성 강조
○ 출연연의 백화점식 R&D를 지양하고 고유 기능 정립 및 국가적 역할에 초점을 맞춘 연구기능 강화
□ 출연(연)의 핵심임무로 국가아젠다 과제의 추진
○ 출연(연)이 주도하는 국가 사회적 문제 해결형 연구과제(NAP, National Agenda Project)를 기획, 추진
