과학기술 오픈데이터 기반 비즈니스 활성화 방안 연구

Abstract

본 연구는 과학기술 오픈데이터를 기반으로 최근 중요성이 부각되고 있는 민간활용을 통한 비즈니스 활성화 및 산업화 지원 방안을 수립하고, 데이터의 생산, 품질관리, 활용 확산의 생애주기 전반을 관리할 수 있는 활용지원 서비스 모형 개발을 목표로 한다. □ 내외부 환경 분석을 통한 KISTI 오픈플랫폼 방향성 도출 ○ 국내외 오픈플랫폼 선진사례 및 기술동향 조사 분석(외부 환경분석) ○ 오픈플랫폼 방향성 도출을 위한 KISTI 서비스/콘텐츠 현황 분석(내부 환경분석) □ 과학기술 오픈데이터 민간 활용 인큐베이팅 방안 연구 ○ KISTI 공공데이터 활용 현황 및 수요 조사 ○ 수요자 기반의 활용 아이디어 발굴을 위한 포커스 그룹 인터뷰 조사 □ 과학기술 오픈데이터 품질 및 생애주기 관리 표준화 방안 연구 ○ 과학기술 오픈데이터 특성을 고려한 품질관리 방안 수립 ○ 데이터 활용성 제고를 위한 과학기술 오픈데이터 레벨 측정 기준 마련 ○ 국내외 오픈데이터 지표 분석을 통한 과학기술 오픈데이터 지표 개발 □ 과학기술 오픈데이터 활용 지원서비스 모형 연구 ○ 이용자 참여형 창조적 오픈데이터 플랫폼 모형 및 서비스 프레임워크 개발 ○ 단계별 추진 로드맵 및 실행전략 도출

Ⅳ. Results of the study □ Deduction of the direction for developing the goals and the model for services through analysis of the internal and external status ○ Analysis of internal and external status and the users’ demand for the enlargement of public data of KISTI - Analysis of data platform and open source technologies such as CKAN, Socrata, OGPL, etc. - Analysis of open contents, status of information system, system for data management ○ Deduction of the goals for service and strategies through analysis of internal status and users’ demands - SWOT analysis and deduction of the strategic directions in the perspective of open platform of KISTI ○ Deduction of the key factors of the model development through case studies - Case studies of domestic and international public data such as Data.gov, Data.gov.uk, data.go.kr - Case studies of public data for data consolidation, business development and business creation □ Research on incubating the private use of scientific and technological open data ○ User demand survey after classification of open contents through analysis of resources held by KISTI - Surveys on the people engaged in the fields related to the use of NDSL, NOS and public data ○ Interviews on focus groups in order to discover ideas to use based on customers - Gathering opinion of Mash-up developers and researchers on sciences and engineering on the use of public data of KISTI and ideas on the use - Surveys on the people engaged in the fields related to the use of NDSL, NOS and public data ○ By conducting in-depth interviews on experts on the use of public data and experts on fields related to Mash-up, conducting demand analyses for developing business models and model cases using public data and open services of KISTI ○ Interviews through structured questionnaires and unstructured questionnaires on 12 experts including experts on the use of public data, Mash-up SW developers, award winners of Mash-up contests, masters’ degree students on sciences and engineering ○ Conducting a survey on public data of KISTI, level of recognition of open services, ideas to use public data of KISTI, means to activate public data, etc. □ Research on standardization of the quality of scientific and technological open data and management of life cycle ○ Designing a matrix for the quality control and use, considering the nature of scientific and technological open data ○ Developing indexes for quality control and performance evaluation through domestic and international case studies - Case studies on open data evaluation and proposal of performance index such as ODB(Open Data Barometer), Web Index ○ Designing processes for standardization of open data of KISTI □ Research on the support service model for the use of scientific and technological open data ○ By deducting the development factors per strategy and reflecting them on the design of service model and goal system ○ Developing the model for creative open data platform for users’ participation and service framework - Designing the service model and goal system for the support of use such as LOD, visualization, analysis service ○ Deduction of step-by-step roadmap and implementation strategies - Establishing the realization means for external extension of open data and step-by-step completion of the service model
