정보분석 플랫폼 구축을 통한 연구개발서비스 활성화

Abstract

선진국의 경우 연구개발서비스 기업을 적극 활용하여 R&D투자 효율화를 추진하고 있어 연구개발서비스업 시장이 활성화 되어 있으나 국내의 경우 R&D 문화의 폐쇄적인 관행으로 인해서 외부로의 R&D 아웃소싱이 매우 빈약하고, 정부 R&D의 경우 출연연·대학 등 공공중심으로 수행되고 있어서 연구개발서비스업 시장이 매우 취약한 상황이다. 이에 KISTI의 對중소기업 지원역량, R&D기획 지원역량, 분석모듈 및 기술·산업 정보 분석 콘텐츠를 정보분석플랫폼으로 개발하고 이를 연구개발서비스기업 및 R&D 역량이 있는 중소기업에게 제공함으로써 관련 기업의 전문성을 향상시키고 시장을 활성화 하려는 연구목표를 수립하였다. 일차년도에는 정보분석플랫폼 설계를 위해 주요 수요자 니즈 조사 분석, 내외부 자원분석, 기존 성과분석보고서의 재조명 및 전문가 자문회의를 통해서 10개의 정보 서비스시나리오를 설계하였다. 한편 기존 정보자원에서 제공하지 못하는 내용을 보완하기 위해 시범적으로 4종의 콘텐츠를 구축하였다. 또한 기존 내외부 정보서비스를 종합적으로 연계한 통합정보자원서비스를 개발하였고, 정보분석연구소 소관 정보서비스에 대한 통합로그인(SSO) 체제를 시범적으로 구축하였다. 연구개발서비스 활성화 기반구축을 위해서 연구개발서비스 포럼을 총 4회 개최하였고 (총 161명 참석), 연구개발서비스 기업에 대한 KISTI 정보서비스 교육(MIRIAN,STAR-VALUE, COMPAS, ESMART)을 수행하였다. 또한 교육 받은 연구개발서비스 기업을 활용하여 총 50개 중소기업을 대상으로 정보 서비스 교육, 연구기획지원 컨설팅을 수행하였다.

Ⅳ. Results of the Project ◦ Analysis of result from the survey of needs from consumers - Progress of the interview with internal staff in KISTI, the online survey of main consumers in the outside (315 people), the in-depth interview with main consumers in the exterior (35 people) - Survey result of needs from consumers (service purposes): (1) the information analysis service of technology and market trends, (2) the supporting service for finding the new technology/business, and (3) the analysis service of business feasibility - Survey result of needs from consumers (approach ways for the discovery of new technology/business): (1) the area with great potential for market growth, (2) the area with high possibility of technology development, and (3) the area with competitive advantage of own corporation ◦ Design and planning of information analysis platform - Investigation and classification of 168 functions in 8 analysis modules (TOD, COMPAS, STAR-VALUE, SMART2, ESMART, NEWS, SCOPUS, and GPASS), 2 technology information portals (MIRIAN and RESEAT) - Deriving of 10 service scenarios (e.g., the discovery of new technology through the detection of future technology) and detailed design for each scenario - Receiving the opinions of external experts through the operation of the council (6 times) - Planning of 4 kinds of contents by reflecting the opinions presented in the council and the mid-term evaluation for research project to diversify the contents for advancement of service - Production of trial contents as the result from planning of contents: 2,363 cases of global blog, 150,891 cases from 5 kinds of classification for GTB articles, 54 reports about analysis of industrial environments, and 33 reports about prospective items ◦ Establishment of the integrated resource management and the integrated log-in system for the internal information service - Development of the service for integrated resource management (OASIS) linking 9 internal information services (COMPAS, TOD, GPASS,SCOPUS, SMART2, STAR-VALUE, NEWS, MIRIAN, and RESEAT) and 39 external information services (web DB, e-journal, and so on) of KISTI - Trial establishment of the integrated log-in (SSO) system for 5 information services (COMPAS, ESMART, SMART2, STAR-VALUE, and NEWS) ◦ Establishment of infrastructure for the activation of research and development services - Operation of forum for the research and development services (total 4 times and 161 participants) - Education about the information service of KISTI for the corporations on research and development services (MIRIAN, STAR-VALUE, COMPAS, and ESMART) - Performances of the information service education, the support for research planning, and the writing of result report for 50 SMEs by applying the educated companies on research and development services
