○ 선진 각국은 현재 전력 생산.공급의 효율성 향상, 환경문제 대응, 신에너지 개발 등에 많은 노력을 기울이고 있음.
○ 전력산업의 구조개편으로 전력산업의 획기적인 변화가 예상되고 있으며, 전력기술개발, 수요관리, 대체에너지 개발 등의 공익적 부문에 대한 정부의 역할증대가 요구되고 있음.
