동북아 과학기술정보 허브를 위한 STI-port 구축 연구

Abstract

1. 연구의 필요성 및 목적 - 21세기 국가 생존 전략으로 동북아 중심 국가 건설을 위해서는 과학기술정보 분야에서도 동북아 중심축으로의 역할이 요구되며 - 국제 과학기술분야를 선도하는 동북아 국가간의 협력 및 정보교류 활성화를 위한 제도적 체계 마련이 우선 필요함. - 기존 국내/외 관련 개념을 포괄하는 주도적 개념 창출과 추진으로 우리나라의 과학기술정보에 관한 위상을 재정립할 필요가 있음. - 현재 서구를 중심으로 개발되고 있는 과학기술정보 체계로는 동북아에서 과학기술정보에 관하여 한국이 주도적 역할을 하기 어려움. - 한국이 과학기술정보의 증가 속도 면에서는 가장 앞서나 절대량에서 열세이며, 중국의 개방과 발전 속도 등을 감안할 경우 향후 열세는 가속화 될 것으로 예상됨. - 이러한 환경 하에서 우리나라가 중심 국가로 자리 잡기 위해서는 새로운 시각과 새로운 기술에 의한 주도적 활동이 필요함. - 또한, 기존 서구 중심으로 개발되고 운영되어 오던 과학기술 정보 콘텐트를 동향 문화에 적합한 유형으로 재편하기 위한 정책 및 기술 개발이 요구됨. - STI- port는 동북아 나아가서 세계의 과학기술 정보를 우리 나락가 주도적 입장에서 재편하여 국내의 과학기술자들이 필요한 정보를 손쉽게 입수할 수 있도록 체제를 구축하는 데 필요한 정책 수립과 관련 기술을 개발을 통해서 가능함. - 이 과제를 통해 이를 위한 정책 즉, 법적, 제도적 추구해야할 방향을 제시하고 콘텐트 및 기술 개발을 위한 방안을 제시하고자 함. - 이상과 같은 연구를 위해 연구의 초기단계에서는 중국의 중국과학원 문헌정보센터를 우선 협력파트너로 정하여 사업을 추진하고, 차후에 일본의 일본과학기술 진흥사업단 등 기타 동북아 국가들의 관련 기관들과의 협력도 추진할 계획임.

2. 추진방법 및 전략 - 정책(계획), 정보콘텐트, 정보기술을 3개 축으로 - 정부, 연구기관, 학계, 산업계 등의 전문가 및 정보 이용자의 의견을 종합 - 포럼을 통해 종합 계획으로 완성 - 한- 중 전문가로 포럼 구성 - 대상국가를 중국으로부터 시작하여 점차 일본 등으로 확대 - 홈페이지 구축, 가상공간에서 양국 전문가의 정보 교류 및 사업추진 성과 공유체제 구축 - 월1회 이상 국내 전문가 워크숍/회의 개최 - 한- 중 전문가 워크숍 개최

3. 기대성과 및 활용방안 - 동북아 과학기술정보 교류의 장 마련 - 국제적으로 과학기술정보에 관한 주도적 역할을 위한 기반 확보 - 향후 전개될 서구 중심의 지식라운드에 대한 전략적 대응 마련 - 과학기술정보 분야의 전문가 교류 촉진 - 국내의 과학기술 연구자에게 최적의 정보 이용 환경 제공

1. The Objective and necessity of research - As the survival strategy of Korea in 21 century, Korea should prepare and play a role of technical information hub to construct Hub country for the Northeast Asia(hereafter, DongBukA). - For cooperation and information exchange between DongBukA countries, leading the scientific research and development around world, the legal or systematic preparation should be done. - The definition and position for the scientific and technological information of Korea will be re- evaluated and re- organized through new concept creation and approach. - In the current information environment, developed and operated by western oriented technology and culture, DongBukA may not lead the world market of STI. - From the recent trends in scientific papers, Korea shows very high increase, however, in aspect of total amount and quality of published papers, China and Japan are ranked highly than Korea. - Through the construction of the STI- port as a DongBukA scientific and technological information hub, international information system can be re- organized, and national policy and information technology can be developed for Korean and DongBukA"s scientists to access worldwide information resources in very optimal and convenient environment. - In this study, the research team propose some legal or systematic directions, and content and technology to be developed. Also, it is suggested that the project may be started from China and expanded to Japan and other countries in DongBukA.
