특허정보서비스의 타당성 조사 및 서비스 정책 연구

Abstract

- 지식재산권이 그 어느 때보다 중요하게 인식되어 가고 있는 현 상황에서 세계적 수준의 과학기술정보서비스 기관이 되기 위한 KISTI의 특허정보서비스 발전방향을 제안하는 것이 목적. - 전 세계 특허정보서비스 사장을 주도하고 있는 다국적 기업들의 특허정보서비스 현황과 특징 분석. - 5극 특허청이라 불리는 주요국 특허청들과 기타 신흥 산업시장으로 부각되고 있는 국가들의 특허데이터 보급에 관한 사항들을 조사. - 급변하는 정보화 사회의 IT 환경과 웹2.0 시대의 도래의 인해서 참여, 공유 및 개방의 사회적 분위기가 결합된 특허정보서비스의 새로운 도전과제를 살펴봄. - 현황과 시사점을 근거로 KISTI가 글로벌 특허정보서비스를 선도하기 위해서 ‘세계 인류 지식정보서비스 국가실현’이라는 비전을 설정하였고, 4가지 전략적 목표를 도출함. - 세계 인류 지식정보서비스 국가실현을 위한 전략 과제는 ‘특허정보 선진화 기반구축’. ‘창의적 정보제공 체계 강화’, ‘공개 기술 수집 체계 강화’ 그리고 ‘집단지성 서비스 확대’임.

In order to perform KISTI’s patent information service feasibility and service policy analysis, we surveyed the size and feature of the market, and analyzed data coverage which was provided by major commercial patent services, and service organization. Then, we researched features about patent data categories and policies about supplying patent data which are involved in The Patent Offices in Major Countries, list price, publication cycle and reviewed plan to support creativity in R&D, back-up way by using collective intelligence in process of infringement, and defensive publication which is non-patent literature for solving phenomenon wasting time and abusing company’s money for defending patent infringement. Lastly, in the part of KISTI patent information service development, we suggested future direction and the reason why patent information service should be strengthened based on analyzed content above.
