1. 연구의 필요성
○ 기획재정부의 재정자율평가 기법과 동일한 성과평가지표로 현행 과학기술진흥기금사업을 자체평가 하였으나 기획재정부 평가에서는 대부분 미흡한 사업으로 평가되었으며, 이러한 결과는 기금사업의 특성(과학기술진흥?문화창달)이 반영되지 않은 것으로서 적합한 성과평가지표 개발이 시급함
○ 기금재원의 고갈형편을 감안, 기금고유사업의 연속성 유지를 위한 방안, 중간평가를 통한 재원의 일반예산으로의 전환, 사업의 일몰방식 등 사후관리 측면에서의 성과관리제도 마련으로 진흥기금 사업수행의 효율성 및 효과성을 제고하고자 함
