O 자원고갈 및 환경문제를 안고 있는 현재의 화석에너지 체제의 한계를 극복할 수 있는 미래에너지원으로 수소경제라는 새로운 에너지 패러다임이 전개되고 있음.
O 이러한 수소경제의 주도권에 대한 국가적 대응이 필요하고, 더불어 수소경제의 진정한 중심기술이 될 신.재생에너지 산업의 시장 가능성은 국가 전략적 차원의 기술 개발 보급을 필요함.
O 사회적 화두, 웰빙(well-being)의 자리매김에 따라 생활환경에 민감하여 원자력발전소, 석탄.화력발전소에 대한 심각한 반대현상이 야기됨.
