II. 사업수행의 목적 및 중요성 21세기는 지식정보 사회이다. 지식정보 사회에서의 정보는 모든 생산과 소비를 움직여 나가는 핵심적인 자원이며, 권력의 심층적 변화를 야기하는 원천이며, 조직이나 국가 경쟁력의 결정적인 수단이 된다. 특히 과학분야의 정보는 첨단기술개발 및 연구개발에 필수적인 요소로서 국가의 주요 자원으로 정책적 지원 및 구축이 활성화 되고 있다. 최근의 정보는 정보의 지식화, 즉 데이터들의 집합체인 정보가 메시지를 활용함으로써 형성되는, 기존의 인쇄형태의 정형화된 정보가 아닌 디지털 형태의 비정형화된 지식이나 정보로 새로운 과학기술 창출에 필수적인 요소이다. 따라서 오늘날 날로 심화되고 있는 새로운 과학기술 개발의 국내외적인 경쟁에서 우위 를 확보하기 위하여 다양하고 광범위한 정보에 대한 수요가 급증하고 있으며, 최적의 정보를 효과적으로 획득, 관리하는 것은 새로운 과학기술의 개발과 직결된다고 하겠다. 본 사업은 지식정보 사회에 요구되는 고급 정보를 수집, 분석, 가공하여 정보 요구자들에게 적시에 효율적으로 제공할 필요성을 인지하여 관련 산(}학(}연 종사원간의 정보의 상호교환 및 공유를 촉진시키기 위한 정부의 과학기술정보 유통체제 구축 계획에 의거 연구원 연구성과 자료 및 웹자원 정보를 중심으로 기 계 및 기계산업 전반 및 유관 산업계 생산성 향상 관련 정보를 데이터베이스로 구축하여, 관련 산(}학(}연 종사자들에게 신속하게 제공하므로써 효율적인 연구 및 기술개발뿐만이 아니라, 정보선진국에의 정보종속화를 미연에 방지하고 장래 국가의 과학기술발전에 지속적으로 기여하는데 그 목적이 있다. 1차년도인 당해연도에는 연구원 자체생산 지식정보와 인터넷에 산재한 웹정보를 이용자의 정보요구를 분석하여 핵심 정보를 수집, 가공함으로써 DB의 질적 향상을 도모하여 정보서비스와 정보협력체제 기반을 구축, 전문정보센터로써 역할을 수행할 수 있는 체제를 구축하였다.

III. 사업수행의 내용 및 범위 본 사업의 목적은 사업 수행기관인 기계연구원의 중점 연구분야의 연구보고서 및 웹정보 데이터베이스를 구축하는 것이다. 전문분야의 데이터베이스는 질적, 양적인 측면에서 이용자의 정보요구를 충족시킬 수 있어야 하기 때문에 과학기술정보로서 가치가 있는 것으로 판단되는 다양한 형태의 정보를 수집, 가공 처 리하여 수록하여야 한다. 이러한 점을 고려하여 당 연구원의 연구성과 보고서와 연구원 중점과제 관련 웹정보 디렉토리를 구축하였다.

IV. 사업수행결과 및 활용 계획 본 사업은 2000년 이후 계속 수행한 국가연구보고서 구축 사업과 2002년에 새로 구축하기 시작한 웹정보 디렉토리 구축을 체계적으로 구축 관리하여 국내 기계관련 정보의 자원화 및 활용의 극대화를 성취하기 위하여 수행되고 있다. 연구보고서 데이터베이스 구축은 국가연구보고서 관리시스템에 수집한 연구원 소스파일(hwp, word형태)을 DVI 형태로 변환하여 구축하였다. 웹디렉토리 데이터베이스 구축은 한국과학기술정보연구원의 Science Web Information 시스템에서 기계분야 관련 웹정보를 수집, 분류 하였다. 구축한 data는 연구원 전자도서관 홈페이지를 통하여 산.학.연의 연구인력 및 일반 이용자에게 제공되고 있다. 본 사업을 통하여 기계 관련분야의 연구보고서 및 웹정보데이터베이스의 구축으로 관련 주제분야 데이터의 체계적인 관리가 가능하게 되어 연구개발에 필요한 정보를 신속하게 활용할 수 있는 기반이 마련될 수 있을 뿐만 아니라 국내 관련 기관간의 경쟁적 차원을 초월하여 정보자원의 공동활용을 촉진시킬 수 있는 교량역할을 담당하게 될 것이다. 현재 우리 연구원이 구축한 데이터베이스는 사업의 계속 수행에 따라 기계 분야의 전문정보 데이터가 계속 증가됨으로써 주제의 완벽을 기할 수 있어 향후 과학기술 정보유통 체제가 완성되었을 때 관련 연구개발의 성과 및 산업의 생산성 제고에 일익을 가져올 수 있으리라 확신한다.

II. Objective of the study and its importance With the introduction of knowledge information society, information as a source of nation""s wealth has become a major subject of concern to us. All of the society""s expenditure on R&D in all fields are viewed as investment in the production of information. Today, acquisition of technical information, which is directly linked with the development of new technology, is essential for the country to survive in open technology competition with other countries, specially in the area of science and technology. The value of information is given only when acquired and stored information is used efficiently by the user at right time. A database is proposed as a way of managing information to provide the user with it more efficiently and economically than traditional ways of handling information. This study is aimed at constructing a database which can be the basis for providing researchers and engineers working at machinery and its related industry with technical information. The ultimate goal of the study is to support researchers and engineers in performing research for the development of science and technology.

III. Content and scope of the study The database consists of special bibliographic information and fulltext on reports and web directory in the research field of KIMM(Korea Institute of Machinery & Materials). The database of the specialized field should include bibliographic and fulltext information on its"" subject fields to meet user""s need in terms of both quantative and qualitative aspects.

IV. Result of the study and application schemes This study is performed to accomplish utilization of information resources in the field of Machinery and its related area by constructing a database containing technical information. Bibliographic and fulltext information stored in a database is serving end- users via Internet. The study will make it possible not only to provide end- users with proper information by developing specialized database in its area, but to exchange information among them.
