기술가치평가 연구

Abstract

본 연구는 기술가치평가 정보기반 구축의 일환으로 효과적인 R&D 의사결정 지원 및 R&D 성과확산을 촉진하기 위해 필수적인 기술가치평가모델을 기반으로 의사결정 정보지원 모델 및 시스템을 개발하는데 목적을 두고 R&D 관리과정 및 의사결정에 관한 국내외 문헌연구, 국내 연구기관을 대상으로 한 R&D 의사결정 관련 설문조사, R&D 의사결정을 지원하기 위한 평가모델 및 시스템 개발에 대한 연구를 수행하였다. R&D 의사결정 지원을 위해 경제- 계량적 기술가치평가를 주축으로 정성- 등급형 평가를 결합하는 다면적 평가모델을 제안하였으며, 보다 신속하고 효과적인 의사결정 지원 및 정보제공을 위한 동태적 R&D 의사결정 정보지원 시스템의 개발을 연구의 주요결과로서 제안하고 있다. 또한 새로이 개발된 기술에 대한 심층 기술가치 평가정보 분석을 수행한다. 또한 산.학.연의 핵심 기술이전 정보지원을 위한 효율적 기술가치 평가 수행을 위해 산 학 연 기술가치평가 전문가로 구성된 전문가그룹을 구성하고 외부인력 활용체제를 구축한다. 이와 함께 유망기술의 국내외 이전 사업화체제 구축을 위해 국내외 기술거래기관 실무 사례 분석, 절차별 세부내용 정리, 자문단 및 업계 전문가 감수 검증을 통한 기술거래 프로세스 정립, 기술이전 사업화 지식정보서비스 기반 구축, 기술이전 유망과제 멀티미디어(동영상) DB 및 기술거래/ 사례 DB 구축, 기술이전 평가 거래 지식정보 기반자원(대상분야별 핵심자료) 확보, 해외 기술이전(기술수출) 정보지원 네트워크 구축 등을 수행한다.

III. Content and scope of the study ㅇEstablishment of Information Infrastructure for Technology Valuation - looking up the world-wide literature on the R&D management process and R&D decision- makings. - conducting a questionnaire survey about research institutes (both public and private sector) in Korea on the R&D management process and R&D decision- makings practices. - adopting a comprehensive technology evaluation model for R&D decision- making. - developing an information supporting system for R&D decision-making. ㅇIn-depth Analysis of Valuation Information on Technology and R&D - Analyzing valuation information on technologies to provide practical information for technology transfer from industry, academics and research institutions. - Developing expert group/network of technology valuation consisting of industry, academics and research institutions in order to build up the system for comprehensive use of a variety of specialists. ㅇBuilding Systems of Prospective Technology Transfer for Internationa Technology Transfer - Building 10 pieces of technology moving picture DB for technology transfer. - Definition of KISTI""s role in utilizing effective technology transaction as an intermediary.
